Oberkorn was founded by Frank Kelly in 2018. From our home base in Dublin, We provide a boutique advisory service to a diverse range of clients across the financial services industry in Ireland, the UK and Europe.

Frank is a recognised expert in Financial Services Regulation who specialises in the regulation of payment services. As a barrister with almost 20 years experience in retail banking, Frank provides a broad spectrum of practical and knowledgeable advice to financial and payment services providers. As well as advising on payments regulation, Frank also provides professional guidance on matters relating to digital banking, data protection, anti-money laundering, commercial contracts and licensing.

During his time as a Senior Legal Adviser at the Bank of Ireland, Frank was the primary legal advisor to the Bank's payments team. He gained substantial experience in all aspects of payments and payment systems, and from a legal perspective, Frank was responsible for the implementation of both PSD & SEPA within the Bank of Ireland.

Besides his consultancy practice, Frank works with the Banking and Payments Federation of Ireland and is the Irish representative on the European Payments Council Legal Support Group. Frank is also a member of the Euro Banking Association Practitioners Panel and the Fintech and Payments Association of Ireland Regulatory Implementation Group.
